Mr. Chairman, ladies and gentlemen:

I am deeply honored to stand before you today, representing a nation that has fought, bled, and sacrificed in the defense of the liberties which we all cherish.

China is not fighting for herself alone. She fights for all free peoples everywhere.

The fate of China is bound up with the fate of the world. If China should fall, the repercussions will be felt in every free country, in every free home.

China's battle is the battle of all those who hold freedom dear.

For more than a decade, China has stood alone, fighting the forces of aggression.

We have stood against brutal odds; we have suffered grievously. But we have not faltered. We have not failed.

The soil of China has been soaked with the blood of millions who have died, that freedom might live.

They have died not merely for China; they have died for mankind.

Today, as new perils threaten the world, the fight for China’s freedom becomes ever more critical.

We seek no special favors; we ask only for your understanding, your sympathy, and your support for a common cause.

The choice before the world is clear: a choice between freedom and slavery; between light and darkness; between hope and despair.

If freedom should perish in China, it would perish throughout the world.

But if freedom should triumph in China, it would bring new hope, new life, to all mankind.

主席先生,女士们,先生们:

今天能站在这里,代表一个在捍卫自由事业中流血牺牲的国家,我感到无比荣幸。

中国不仅仅为自己而战,她为全世界所有热爱自由的人而战。

中国的命运,与世界的命运紧密相连。如果中国沦陷,其震荡将波及每一个自由国家,每一个自由家庭。

如今,当新的危险威胁着世界,中国自由之战的重要性更甚以往。

我们不求特殊优待,只请求你们的理解、同情,以及为共同事业提供的支持。

世界面临的选择十分清晰:是自由还是奴役,是光明还是黑暗,是希望还是绝望。

如果自由在中国灭亡,自由将在全球灭亡。

而如果自由在中国胜利,它将为全人类带来新的希望与新的生命。

China, vast in area and population, has withstood the aggressions of ruthless powers and the calamities of internal disorder.

In the midst of unprecedented suffering, she has preserved her spirit, her faith, and her purpose.

This perseverance is not born of material wealth; it is not the result of superior arms or abundant resources.

It is the fruit of a people's deep love for their land, their traditions, and the idea of human dignity.

China knows that freedom is not a gift that can be purchased with gold; it is a prize that must be won by sacrifice.

Today, once again, China stands at a crossroads.

The forces of freedom and the forces of tyranny confront each other, not only with arms but with ideals.

On the one side stand those who believe that human beings are ends in themselves, to be respected and nurtured.

On the other side stand those who regard human beings as mere instruments of the State, to be used and discarded at will.

In the struggle between these two forces, neutrality is impossible.

Those who cherish freedom must declare themselves, must act, must stand together.

Freedom is not the property of any one nation; it is the birthright of all mankind.

We in China, fighting for our own freedom, fight for the freedom of every free people.

And we turn to you, the great people of America, with confidence born of shared ideals and common purposes.

中国,幅员辽阔,人口众多,经历了无数外敌侵略与内乱灾祸。

在前所未有的苦难之中,她依然保有自己的精神、信仰与目标。

这种坚持,并非源自物质财富;也不是由于优越的武器或充足的资源。

它根植于一个民族对自己土地、传统及人类尊严理念的深厚热爱。

中国明白,自由并不是用黄金可以换取的礼物;它是必须以牺牲来赢得的珍宝。

今天,中国再次站在了十字路口上。

自由的力量与暴政的力量对峙,不仅以武器交锋,更以理想交锋。

一边是那些相信人类自身尊严,主张尊重与培育个体的人们;

另一边是那些将人类仅仅视作国家机器的工具,随意使用与抛弃的势力。

在这场斗争中,中立是不可能的。

所有珍惜自由的人们必须表明立场,必须行动,必须团结。

自由不是某一国的私有财产;它是全人类与生俱来的权利。

我们中国人民,为了自身的自由而战,也为了每一个自由民族的自由而战。

我们满怀信心地,怀着共同理想与共同目标,向伟大的美国人民呼吁与期待。

China’s cause is your cause. The principles that we uphold are those upon which your own great nation was founded.

We believe, as you believe, that all men are created equal, that they are endowed by their Creator with certain inalienable rights.

We believe that government exists for the people, not people for the government.

We believe that law must be the servant of justice, not its master.

These beliefs are not peculiar to China; they are universal truths, deeply rooted in the conscience of mankind.

If China should be lost to tyranny, it would be a defeat not merely for China, but for every free nation, for every free people.

The line of freedom would be pushed back; the forces of oppression would be emboldened.

The sacrifices we have made and are prepared to make are not for ourselves alone.

They are made for all who prize human dignity, who believe that liberty is worth defending at any cost.

We know that victory is not easy. We know that the road is long and hard.

But we also know that the ultimate victory is certain—because it is rooted in the very nature of man and the moral law of the universe.

We ask for your understanding, your sympathy, your moral support.

And we ask that you, in your strength and generosity, will give us the means to sustain the fight until freedom's victory is won.

中国的事业,就是你们的事业。我们所坚持的原则,正是你们伟大国家立国之本。

我们相信,正如你们所相信的那样,所有人生而平等,造物主赋予他们若干不可剥夺的权利。

我们相信,政府是为人民而存在的,而非人民为政府而生。

我们相信,法律应是正义的仆人,而不是其主宰。

这些信念并非中国独有,它们是植根于人类良知中的普世真理。

如果中国沦陷于暴政,那不仅是中国的失败,更是每一个自由国家、每一个自由人民的失败。

自由的防线将被迫后撤,压迫的势力将因此更加猖獗。

我们所做出的牺牲,以及我们准备作出的更大牺牲,并不仅仅是为了自身。

它们是为了所有珍视人类尊严、相信自由值得以一切代价捍卫的人们而作出的。

We are not unmindful of the heavy burdens which you bear, the great responsibilities which rest upon your shoulders.

You are engaged in a world-wide effort to preserve freedom, to prevent aggression, to uphold the rights of man.

We ask only that you remember that our struggle is your struggle; that what is at stake in China is the same precious heritage for which your forefathers fought and died.

China does not ask to be carried on the shoulders of America; China asks only for a helping hand, so that she may stand firm and fight on.

We do not seek to shift the burden of our defense to others. We ask only that we be given the tools with which to defend ourselves.

It is for China to fight and, if necessary, to die for freedom.

But it is for all free peoples to make sure that China does not fight and die in vain.

The war in China is not a civil war in the ordinary sense. It is not a mere struggle for political power.

It is a war between two fundamentally different ways of life.

It is a war between freedom and slavery, between faith and atheism, between hope and despair.

The forces that threaten China today threaten the entire world.

If China falls, no nation is safe. If China falls, the security of the Pacific, and ultimately of America herself, will be endangered.

The frontiers of freedom are not fixed by geography. They are determined by the resolve of free peoples everywhere to defend their way of life.

我们并非不理解你们所承担的沉重负担,也了解你们肩上背负的伟大责任。

你们正在为维护世界自由、阻止侵略、捍卫人权而进行着广泛的努力。

我们仅请求你们牢记,我们的斗争也是你们的斗争;在中国面临的抉择,与贵国先辈曾为之战斗、为之牺牲的珍贵遗产,是同样的事业。

中国并不要求美国将她扛在肩上;中国只请求一只援助之手,使她能坚定站立,继续奋战。

我们并不寻求将保卫自身的责任转嫁他人;我们仅请求获得能够自卫的工具。

In this struggle, we in China have not spared ourselves.

We have endured famine and pestilence, bombardment and massacre.

We have fought with inadequate arms, against overwhelming odds.

We have suffered defeat, but we have not surrendered.

We have been driven from our homes, but we have not been driven from our faith.

We have known despair, but we have not accepted it.

Through all these trials, we have held fast to the conviction that freedom is worth any sacrifice.

We have fought on, with courage born not of might, but of right; with weapons forged not merely by human hands, but by the spirit of free men.

China has stood—and will continue to stand—as a beacon to all who cherish liberty.

But if China should fall, then the darkness will be deeper, the task harder, the sacrifices greater for all who follow.

That is why we now call upon you—not for ourselves alone, but for all who believe in freedom—to stand with us.

We call upon you, in the name of the principles which gave birth to your great republic, to give us your aid in this critical hour.

We call upon you, in the name of the sacrifices your forefathers made for liberty, to help us now.

在这场斗争中,我们中国人民从未苟且偷安。

我们忍受了饥荒与瘟疫,忍受了轰炸与屠杀。

我们以简陋的武器,迎战强大无比的敌人。

我们遭受过失败,但从未屈服。

我们被逐出家园,但信仰从未动摇。

We call upon you, not in weakness but in confidence; not in despair but in hope.

We call upon you as fellow soldiers in the great army of freedom.

We call upon you in the belief that the same spirit which inspired the Minute Men of Lexington still lives in the hearts of free men everywhere.

We call upon you to help us defend not only our homes and our rights but the rights of all men, everywhere.

In the name of humanity, in the name of freedom, in the name of the sacrifices made by those who came before us and the hopes of those who will come after us, we ask you to stand with us now.

The hour is late; the need is great; the cause is sacred.

Let us not fail, lest generations yet unborn should look back upon us with sorrow and with shame.

Let us stand together, so that freedom may not perish from the earth.

Let it be said of us by those who come after, that in this time of trial we stood firm; that we kept the faith; that we carried high the torch of liberty.

Let it be said of us that, when the darkness threatened to engulf the world, we did not surrender but fought on; and that because of our courage, freedom survived.

我们向你们呼吁,不是出于软弱,而是出于信心;不是因为绝望,而是因为怀抱希望。

我们以自由大军中的战友身份向你们呼吁。

我们相信,曾激励列克星敦民兵的精神,今天仍然活跃在世界上所有自由人民的心中。

我们请求你们,帮助我们捍卫的不只是我们的家园与权利,更是全人类的权利。

The struggle in which we are engaged is not for ourselves alone, nor for our generation alone.

It is for all who prize freedom now and for all who shall prize it hereafter.

It is for the future of mankind.

We have taken our stand on the side of freedom, on the side of justice, on the side of human dignity.

We have sworn that we will not retreat, that we will not falter, that we will not be broken.

We fight for the faith that has sustained free men throughout history—the faith that freedom is the birthright of every human being.

And we fight for the hope that, with God’s help and with the help of all who cherish liberty, freedom shall not perish from the earth.

Thank you, and may God bless China, America, and all who fight for freedom.

我们所从事的这场斗争,不只是为了我们自己,不只是为了我们这一代人。

这场斗争,是为了所有今天珍视自由的人,也是为了所有未来将珍视自由的人。

是为了整个人类的未来。

我们坚定地站在自由的一边,正义的一边,人类尊严的一边。

我们已经誓言:我们绝不后退,绝不动摇,绝不被击败。

我们为了一个信念而战——这个信念支撑了历史上所有自由的人们:自由是每一个人生而拥有的权利。
